Kyoto is Japan's third largest city and also one its oldest. It was originally founded as Heian in 794, and had its golden age during the court's heyday from 794 to 1185. Home to many cultural landmarks and historical sites, Kyoto is thought of as the heart of Japan. The city still bears the name Kyoto, or "Capital City," even though the emperor and the National Diet are located in Tokyo. For most of Japan's history, Heian was the center not only of government but of learning and the arts.
Heian's site was chosen for its easy river and road access, auspicious topography, and strategic mountain and river defenses. Mount Hiei is the most prominent of the mountains around Heiankyo, 848 meters high. An object of mountain worship in ancient times, it became the main center of Buddhism when temples were erected there to guard the northeast direction of the capital.
The present Kyoto Imperial Palace (Daidairi), now used only for accession ceremonies, is located two kilometers east of the original. By the middle of the ninth century the formal organs of state administration served chiefly as mechanisms for the resolution of competing interests among the main court families. The palace burned often throughout its history, and after a disastrous fire in 1177, the Great Audience Hall was never rebuilt.
