In October 1963, The Rouse Company announced that it had acquired more than 14,000 acres in Howard County, Maryland – one tenth of the county’s land – to build a city. In nine months, 149 separate properties had been acquired at an average price of $1,500 per acre.

In September of that same year, in a speech at the University of California at Berkley, James Rouse, president of The Rouse Company, posed serious questions about the quality of life in American cities and outlined his philosophy that would soon form the basis of the Columbia plan.

Planning for the new city proceeded from October 1963 to November 1964. To help determine the most vital social and institutional components of a new city and how they might best be reflected in a physical environment, the company convened a group of 14 nationally known experts. This Work Group – as they came to be known – met over a six-month period. From these meetings came many of the physical and institutional plans for Columbia.

In November 1964, the plan for Columbia’s development was presented to the Howard County government along with a request for zoning that would permit greater flexibility in mixing land uses. In August 1965, Howard County passed the New Town District zoning ordinance, which led to the acceptance of Columbia’s Preliminary Development Plan.
